By Robert Proctor A legal librarians role will vary according to the size of the library in which they work. In a small library the librarian will have many diverse tasks; however working in a large library provides the opportunity for specialization into particular fields of law or aspects of legal librarianship. In the academic world, law librarians can be an important part of the community. They are often responsible for teaching students to use both print and online research tools effectively and for providing assistance to law school professors. And of course they are responsible for operating the library in the same way as a traditional librarian, in acquiring and cataloging new reference material, maintaining existing material, and providing information on the materials and services the library can provide. In Government law libraries, the role of the legal librarian is similar in that they are responsible for the long-term and day-to-day running of the library. However in a Government law library, the legal librarian will often provide assistance to both prosecution and defense lawyers as well as judges. In addition they will often advise members of the public who are looking for legal information on diverse subjects such as wills or small claims proceedings. In a private law firm, the librarian is again responsible for maintaining, enlarging, and cataloging collections of legal reference materials as well as ensuring that lawyers and paralegals have easy access to the material the library contains. Many private legal libraries are small in comparison to those held by law schools or government institutions, and therefore the librarian working here is likely to oversee many different aspects of running the library. Wherever they work, a legal librarian should have a good understanding of the legal system, knowledge of the terminology of the legal profession and the literature of the law, and an understanding of the legal and ethical requirements of both the legal and librarian professions. As well as all of this, a good legal librarian will be knowledgeable in using technology to catalogue and retrieve information using a variety of research tools and databases. In the UK there is currently no formal qualification required to work as a legal librarian, although of course relevant qualifications in either Law or Librarianship are a plus, especially if you dont have much work experience. The British and Irish Association of Law Librarians (BIALL), runs a one-year evening course in law for librarians in association with the University of Westminster. Lonely for Old Friends? Were They Really Your Friends?

By Shirley Ann Parker Not a person alive has kept in touch with all the friends they’ve had, unless they haven’t really lived. If they’ve kept pretty much to themselves for many years, it’s possible they still have close ties to some of the best friends they had in high school, but no one else. So what are the rest of us supposed to do, when people we thought were friends just move on? If they just stop calling or visiting us, we can suppose we might have said or done something to offend them, whether it seemed like an offense to us or not. If they offer no explanation, we can only surmise they’ve found someone more exciting to be around, perhaps someone with more money to throw about, or more ability to provide the right connections in a gain-oriented society. Maybe they’ve encountered someone else to share amusements that we no longer enjoy, have outgrown, or didn’t fancy in the first place. Perhaps we come with “too much baggage” and they’re overburdened with worries of their own at this time. We might be suffering through unemployment or disability, and they’re afraid we might ask them for a loan. In any of these cases, a silent prayer for their future comfort and satisfaction can send them on their way into their own uncertainty. Or a muttered Good riddance! can do the same thing, depending on the depth of the wound inflicted. Yet harboring resentment will corrode our souls more than theirs, though their consciences will trouble them from time to time. On the other hand, if they’ve physically moved for employment or other reasons, it can be a definite burden to keep in touch. At the very least, it requires motivation, followed by effort to do so. The friends who’ve endured the move have a long period of adjustment to negotiate, no matter how long the dream has been in coming. One party may be in a much stronger position to keep the lines of communication open than the other, but “one-way friendships” tend to grow hollow. Are they the ones writing all the letters or sending all the e-mails? Nowadays, with cheap long distance rates and near-universal access to e-mail in a civilized country, there’s little excuse for elastic silences, not where there’s genuine caring and motivation to keep in touch. Even so, people continue to grow and develop by the hour, and in the course of doing just that, encounter new hobbies, interests, and responsibilities that occupy much of their time. Sometimes, folks just get sidetracked by the very real demands of living, trying to keep up with an endless list of the maintenance chores of life. People drift apart without meaning to. If people have inherited a windfall of some kind, maintaining the ties with old friends becomes extremely difficult for a number of reasons. As we might expect, friends we didn’t know we had will come out of the woodwork on hearing such news! Not to mention the suddenly mushy relatives who haven’t given us the time of day in years. Windfalls bring trials as well as blessings, needing to be handled from the start with caution and professional advice. Early on, those receiving the additional income usually need to move to a different neighborhood for safety reasons, and to maintain a semblance of privacy, to which we’re all entitled anyway. Jealous old friends and family may feel resentment and will undoubtedly make sarcastic comments, especially if they don’t receive “their share” promptly or ever. They may send begging letters that are worse than those received from a thousand new charities. Finally, the newly wealthy individual will be expected to foot the bill every time he/she goes to lunch or dinner, or to a show with old friends. If that’s what the person wants to do, fine, but to be obligated to do so is a drag. It will also drain funds faster than a reckless spouse with a credit card. Were they really friends? And what are we supposed to do when they move on? It’s been my experience that some friendships are meant to be transitional. Some friends are sent to us simply to help us over some of the rougher roads in life, or across the more terrifying suspension bridges. We can be grateful they were there, when we would otherwise have been alone. Friends who turned out to be disloyal can be forgotten, while we cherish those genuine people who remain in our lives. By Charles Parselle The nineteenth century the Victorian age - effectively began in 1815, with the Battle of Waterloo, and ended in August 1914 with the outbreak of the First World War. During that 99 years, the British with their enormous navy and vast overseas possessions, maintained a kind of hegemony which insured almost a century of relative peace in the world and an expansion of free trade that reached its pinnacle at the turn of the 20th century and has not been matched since then. By the 1880s, the British had lost economic supremacy to the United States and Germany, and then were severely weakened by the carnage of 1914-18, resulting in a power vacuum such that the twentieth century is already looked upon as the most destructive period in human history. Germanys challenge had failed by 1917 both on the high seas and in the trenches of Flanders, while the United States maintained its isolationist stance, but the British were nonetheless forced off the Gold Standard and unable to influence the rise of fascism in Italy and Germany. With no one at the helm the world drifted towards disaster. Protected by two oceans and with colossal economic potential, the United States recovered from Pearl Harbor within six months to smash the Japanese carrier fleet at the Battle of Midway, effectively putting the Japanese into a defensive position from which they were never able to recover. In the European theatre, the German military machine was crushed between Russian armies in the north and east, American and British armies in the south and west, with the great bulk of the fighting falling on the Russians. Although the British Empire survived the war intact, that 500-year saga had effectively come to a close, and in the next 30 years the British entirely dismantled that empire which had once encompassed about a quarter of the world. As Europe lay in a kind of devastation not seen since the Black Death in the first half of the fourteenth century, the Soviet Union and the United States challenged each other for hegemony of the world, a struggle that ended in 1989, marked by the collapse of the Berlin Wall with complete victory to the United States. This event marked the effective ending of the dismal twentieth century, at the same time the shortest and the bloodiest century in human history. It is from that legacy that the world today is recovering. How is the United States doing as the hegemonic power? As a military power it is wholly unrivaled and indeed unchallengeable. The United States operates eleven carrier battle fleets, each of which constitutes a greater concentration of destructive power than all ordnance expended in World War II. Unlike the British who only ruled the waves, the United States rules all the oceans and the whole of the worlds airspace. How many carrier battle fleets exists in opposition to Americas eleven? The answer is none. In addition, the United States continues to maintain a nuclear arsenal more than adequate to destroy human civilization as we know it, because in an interdependent world the use of nuclear weapons would indeed be a shock as disastrous for the perpetrator and for the victims. Yet accompanying this unparalleled military might, there are signs of weakness that give cause for concern. The United States has become the worlds largest debtor nation, in marked contrast to the nineteenth century British who always maintained its position as a net exporter of capital until the start of World War I. Two-thirds of the US economy relies upon consumer demand, and the goods that the consumer demands are overwhelmingly now manufactured in Asia. Wal-mart estimates that six out of every seven items sold in its stores are manufactured in China. General Motors recently announced plans to layoff another 25,000 workers, and Moodys recently lowered Ford Motors borrowing capacity to junk bond status. The Peoples Republic of China, a supposedly communist state, just bid to purchase Unocal. This trend will continue. Notwithstanding strategic concerns, foreigners now own so large a percentage of U.S. government debt that American control of its own destiny is in jeopardy. The United States remains preeminent in some areas, particularly computer software, chip design, and of course military hardware. But the manufacturing center of the world is now Asia, particularly China. Meanwhile, the nations of Europe have accomplished what amounts to a peaceful revolution of world importance. After ceaseless fighting each other since time immemorial, in 1945 the heartland of Europe lay in ruins. It seemed as if the Europeans had finally done it to themselves once and for all. The rebuilding of Europe into a semi-coherent political body and functioning economic body has been so successful that todays European Union, consisting of 25 nations with as many or more different languages, is today a slightly larger economy than the United States, in spite the fact that nearly all European countries are socialist. Notwithstanding the recent no vote of the French and Dutch on the next stop forward toward political unity, no one in Europe is suggesting taking a step backwards, and the forward progress has been very remarkable indeed. It is today as inconceivable that France will go to war against Germany as that Idaho will go against war against Nebraska. The United States maintains 725 overseas military bases. Yet it is encountering increasing difficulty in maintaining its far-flung commitments. As historian Niall Ferguson wrote recently [Colossus, 2004], the United States suffers from three deficits, a manpower deficit, an economic deficit and an attention deficit. The military is having difficulty maintaining even its commitment in Iraq, with numerous units required to serve four or more recurring tours of duty. Politicians are starting to call for a return to the draft. Americans have always tended to be inward looking with isolationism as a respected attitude, understandable considering the massive size of the continental U.S. This is neatly illustrated by comparing two different songs, the American anthem with its refrain From sea to shining sea, with the English song Rule Britannia, Britannia rules the waves. The different perspectives are unmistakable. Yet the United States shouldered its worldwide commitments, starting with its extraordinary success in World War II, followed by its long commitment to confronting the Soviet empire, leading finally to todays hegemonic status. It is of great interest to world civilization that the United States uses its term in office to the best possible effect. Today the world has shrunk while the population has soared. It took nearly complete destruction for the Europeans finally to conclude that the day of the nation-state is effectively over, and that the only way forward is closer and closer cooperation. That also is the only way forward for the entire world, because serious fighting in todays world is increasingly like fighting in ones own backyard, and with todays weaponry this is risky indeed. That is why it is disturbing to notice the current U.S. trend back into a kind of isolationism in terms of international cooperation. American withdrawal from the Kyoto Treaty evidences an ostrich-like attitude towards the worlds accelerating environmental problems. The catch phrase The economy comes before the environment, poses an entirely false choice not only the economy but our entire lives are embedded in and dependent upon preservation of the environment. Disdain towards other nations, withholding of United Nations dues, refusal to recognize the International Criminal Court, outright rejection of the International Land Mine Treaty, and a host of similar isolationists decisions bodes ill for a country whose very economic system is heavily dependant for viability upon foreign investments. All the problems that we face both as Americans and citizens of the world are manmade. The United States is the hegemonic power of the world for the foreseeable future. It remains possessed of massive resources, its people have immense energy and resourcefulness, and it is still in a position to exert tremendous influence on the outcome of world affairs. But does it have the will to do so? An isolationist mind-set is no longer an option because everything the U.S. does or fails to do has repercussions worldwide. All of us have to start thinking both internationally and holistically. International lawyers may have a vital role in the next twenty-five years. Charles B. By Arvind Kumar Rhetoric aside, its clear that marketing is entering a new era, an era that will make the sixties and seventies look like a Sunday school picnic. Competition is getting brutal. The name of the game has become taking business away from somebody else. As companies experiment with different ways to increase sales, they are turning more and more to warfare strategies in general. But aggressiveness alone is not the mark of a good military strategy. Especially aggressiveness as represented by the more school of management. More products, more sales people, more advertising, more hard work. Especially more hard work. Somehow we feel better about success if we have to work hard to achieve it. So we schedule more meetings, more reports, and more memos, more management reviews. Yet military history teaches the reverse. A single-minded commitment to winning the battle on effort alone usually dissolves into defeat. From the trenches of World War I to the streets of Stalingrad in World War II, the military commander that lets his armies get bogged down in a hand-to-hand slugging match is usually defeated. The dogged determination of Xerox to make it in the office automation market is not a sign of future success. Its a mark of futility. By Holly Zenith Sometimes the need for a career change is obvious. Your health breaks down. The industry dissipates. Your job is undeniably miserable. Sometimes the need for a change is not so obvious, which is why so many people stuck in the wrong jobs stay in them for years and years, sometimes until retirement. I have a friend named Lisa who has worked as a bank teller for the past five years. She enjoys the work, but admits that during the past couple of years, shes felt restless and bored. At first she thought it was a phase. But this feeling of disenchantment hasnt gone away, and in fact, its getting worse. When I suggested that it might be time for a change, she brushed off the suggestion. For one thing, Lisa wasnt particularly skilled at anything else. She was good at her job, and didnt want to go off and be mediocre at something else. Besides, nothing else she could do would pay any better. And finally, waltzing off the job in search of another was immature and reckless. The mature, sensible course of action was to stick it out. Maybe things would get better. Or would they?
